Author Stoat coordination plans: the MCP authoring tools (create_plan / add_plan_node / link_plan_nodes / bind_plan_node), the YAML schema (schema 1) used for bulk import, cross-repo DAGs of GitHub issues, NuGet publish/consume steps and test-run gates, gate steps (checked against a checkout), node briefs, re-verifying gates, shared resources with capacities, a review node before the plan's PR, an integration branch for one-PR plans, per-node merge policy (merge-on-green is a person's to set), dependency edges, version bump declarations, and validation rules.
